The City of St. Louis Housing, Urban Development and Zoning Committee met on October 20, 2026, and received the St. Louis Development Corporation’s annual compliance report under City Code Chapter 3.160. SLDC reviewed its reporting and public-engagement requirements, development scorecards and financial analyses, and safeguards in development agreements, including clawbacks, prevailing-wage and minority- and women-owned business requirements, affordability commitments, and a 2.5% base escalator. The report covered tax-abatement and redevelopment activity and noted upcoming proposals, including a $134 million Sensient Technologies expansion and a $17 million AAA Cooper Transportation relocation and expansion; these were described as prospective items, not awards or approvals at this meeting. No board bills or resolutions were under review, and no procurement decisions were made.
Public commenters and committee members raised concerns about transparency in incentive reporting, consultation with St. Louis Public Schools, and whether incentives had been activated for projects despite alleged prevailing-wage noncompliance. SLDC said related matters were being handled separately, including through legal counsel, and described staffing and software challenges in compliance monitoring. Members also discussed how incentive rules and process predictability affect development in the city. The committee approved the October 13 minutes and later voted on an excused absence and adjournment; no spending or procurement action was taken.
