The City of St. Louis Housing, Urban Development & Zoning Committee met on October 20, 2026, and received the St. Louis Development Corporation’s annual compliance report on redevelopment incentives under City Code Chapter 3.160. SLDC described requirements for community engagement and school and labor notifications, developer scorecards, prevailing-wage and minority-/women-owned business compliance, annual reporting, clawbacks, and a 2.5% tax-base escalator in new development agreements. The presentation listed projects at various stages, including a proposed $134 million Sensient Technologies expansion and a $17 million AAA Cooper Transportation relocation and expansion; these were pipeline updates, not contract awards or purchasing approvals. No procurement award or spending motion was taken. The committee approved its October 13 minutes and later excused a member and adjourned.
Public speakers and committee members called for more disclosure of incentive projects and their activation status, and raised concerns about two projects whose abatements were activated amid prevailing-wage compliance disputes. SLDC said the matters involved special agreements and referred questions to its attorneys; members requested further clarification and information on compliance monitoring. Members also discussed balancing accountability and predictable incentive rules with the city’s ability to attract development. The report noted additional proposed redevelopment and infrastructure-related projects, but no new incentive or project approval was voted on at this meeting.
