The City of Pueblo City Council work session on October 19, 2026, included follow-up discussions on the city’s purchasing policy and an RFP for an economic development partner. Staff proposed updating the purchasing thresholds: departmental discretion for purchases under $10,000, informal competitive bids for purchases from $10,000 to $25,000, and formal bids above $25,000; the existing no-bid threshold is $1,000. Other revisions address cooperative purchasing, RFP/RFQ procedures, vendor debriefings and suspensions/debarments, and expanded technology review that includes cloud services, storage, and AI. Council discussed competition, sole-source justifications, and local-business access. No vote was taken; staff agreed to circulate a draft ordinance for council review, with implementation targeted for 2027. Council also requested follow-up on the Lime Road RFP, while staff outlined a separate economic development partner solicitation; it could be posted for at least 21 days, with a roughly three-month procurement and evaluation process and a possible award by the end of the first quarter of 2027. No vendor was selected or contract awarded. A city/contractor partnership structure was discussed, but council requested clearer written details.

The proposed 2027 budget included approximately $775,000 in FASTER funds for bridge repairs on 8th Street and Union Bridge, and $2.7 million for street rehabilitation. The budget also reflects about $1 million for a speed-camera contract, offset by projected revenue, and the city reported securing $10 million in grant funding during 2026. Council discussed the county’s unpaid approximately $460,000 share of 2026 SEESAC funding and whether city funding should continue in 2027; no decision was made. The budget was presented for discussion, with a public hearing scheduled for October 26. No procurement or budget votes were taken during the work session.
