At the Effingham County Board of Commissioners’ October 20, 2026 work session and regular meeting, HR presented a countywide job-description standardization effort to support future hiring, compensation comparisons, and budget decisions using TrueComp; the descriptions were not yet board-approved. HR also reported on employee-benefit renewals, including a projected 5% dental premium increase and continued evaluation of medical stop-loss options. On procurement and project delivery, the board approved Charles Abbott Associates, Inc. (CAA) to provide plan review, inspection, and related oversight for the large industrial project. The costs will be funded from project permit fees: 75% for general services, 5% for engineering, and 20% retained by the county. The board also approved Change Order No. 17 with Paul Akins Company for sewer and storm-drainage revisions at the Historic Central renovation project, and approved two Georgia Power utility-relocation agreements for roundabout projects. Staff reported that the $55 million wastewater-treatment-plant project was nearing construction completion, with operations expected in the first quarter of 2027; the Abercorn Landing dock project was nearing permitting and would be put out to bid.
The board accepted two Sheriff’s Office highway-safety grants: $35,430.40 for ongoing safety, training, and outreach activities, and $289,692 for two vehicles, their outfitting, and most of the salary costs for two deputies. It also approved submitting an application to Georgia’s Water First program, which could reduce future loan rates by 1%. In land-use decisions, commissioners approved rezoning about 99 acres for a proposed warehouse, with a condition prohibiting data-center use and a direction to work with staff on measures to discourage truck traffic through Meldrim; the second reading was scheduled for November 3. The board also adopted the county zoning ordinance and map, with a second reading scheduled for November 3, and discussed—but did not adopt—a broader data-center moratorium or countywide ordinance changes.
