The Salem-Keizer School Board meeting on October 13, 2026, focused primarily on a preliminary proposal to close six elementary schools for the 2027–28 school year: Brush College, Candelaria, Cummings, Englewood, Liberty, and Richmond. District staff cited declining enrollment, staffing sustainability, building limitations, and potential operating savings; they also described proposed program relocations and preliminary boundary changes. Board members heard extensive public comment opposing or questioning the proposal, with speakers raising concerns about academic outcomes, student safety and transportation, equity, enrollment projections, data and process transparency, and the effects on students and neighborhood communities. No school-closure decision was taken: the board scheduled further discussion and public input, with a decision on closures anticipated in December and boundary decisions in February.
The board also received the 2025–26 Division 22 compliance report: the district reported compliance with 59 of 60 rules and said its corrective plan for instructional-material adoption targets compliance by 2028. Staff presented an analysis of a possible new pension obligation bond, citing a 2024 unfunded liability of about $548.8 million and $151.2 million in savings from prior pension-bond decisions. A resolution to authorize continued exploration is expected on October 27; authorization would not itself commit the district to issuing bonds, with a possible sale discussed for January. The board approved the consent agenda, which included grants and personnel actions, and considered textbook and instructional-materials oversight and the 2026–27 board and budget meeting calendar. No procurement solicitation, vendor selection, or contract award was identified.
