The Measure E Oversight Committee met on October 15, 2026, to review city revenues, operating expenditures, and capital improvement projects. Measure E revenue was budgeted at $18.3 million; July transaction and use tax receipts were 9% of the annual budget, compared with an 8% one-month benchmark. Departmental spending was reported at 24% of budget and nondepartmental spending at 5%, with the latter attributed largely to the timing of debt-service and capital-project costs. Staff reviewed projects including small-business grants, fire-station repairs, street and sidewalk repairs, the District 5 Recreation Center, Cluster Park, and library upgrades. The report showed 92.5 positions funded by Measure E across library, parks and recreation, police, and fire services.

No contract awards, vendor selections, or purchasing approvals were discussed. Staff said there had been no Measure E spending on streets and sidewalks during the quarter and agreed to provide information on related spending from other funding sources; staff also said the Hitchcock Road Animal Services contract does not receive Measure E funding. Committee members requested year-over-year and carryover information. The committee unanimously approved the consent agenda, including the listed file items 2078, 26-485, 26-486, and 26-487; no procurement-specific action was taken.
