The Pasadena Legislative Policy Committee met on September 10, 2026, with Vice Mayor Rivas, Council Member Masuda, and the chair present. Federal and state legislative advocates briefed the committee. Congress enacted a continuing resolution keeping federal programs funded at FY2026 levels through December 11 while FY2027 budget negotiations remain unresolved. A new federal housing law authorized affordable-housing pilot programs, but Congress still needs to fund them. The discussion also covered federal pauses to some clean-energy grants, data-center policy and energy costs, and the possibility of seeking federal support for Pasadena fire-safety infrastructure. No contract awards, vendor selections, or purchasing approvals were identified; the committee discussed policy and funding priorities rather than specific procurements.

The state report covered bills awaiting the governor’s action, including legislation concerning data centers, housing, wildfire liability, and clean energy. The chair asked staff to examine whether Pasadena should support SB 868, a plug-in solar bill, and discussed the city’s existing letters to the governor on several bills. Public Health staff presented options for addressing food-allergen labeling at local bakeries and dessert businesses, including further study, voluntary labeling, or state-level advocacy; no policy direction was adopted. The committee also discussed meeting procedures and scheduling, deferring further consideration of some items to the September 28 meeting. The minutes were approved 3–0, and board and commission agendas were received and filed.
