🏗️ Construction & Infrastructure ⚡ Energy & Utilities Physical Infrastructure Grants & Funding

The Summersville City Council meeting, held August 10, 2026 (per the meeting title), focused chiefly on proposed water and wastewater rate increases and aging utility infrastructure. After public comments about higher bills, water quality and pressure, and maintenance priorities, council approved the proposed water rates on second reading and adoption; a subsequent rate-related motion also carried. The increases will be phased in: the combined minimum bill for 2,000 gallons was described as rising from $60.40 to about $71 after the first step and $81 after the second, an overall increase of roughly 31%. Officials said utility funds must be self-sustaining and cannot generally be supplemented with city general funds. The planned work includes an estimated $13.5 million in wastewater improvements—larger sewer lines, lift-station replacements and rehabilitation, telemetry, and an equalization basin—and an approximately $5 million water project for a new main and tank. The projects are still being developed; the city and its advisers plan to pursue grants and low-interest loans, with funding eligibility tied in part to utility rates and median household income.

Council also approved a resolution to apply for a TAP grant for Phase 4 of the Webster Road sidewalk project, described as 100% grant-funded, and approved a first coal-severance budget revision that reduced assigned fund balance and the public-safety appropriation by $8,289 each. No construction contract awards or vendor selections were identified. Residents also raised concerns about storm debris and Bright Mountain water conditions; staff said the planned water project includes a replacement tank and improvements to the distribution system.
