The Pasadena City Council Legislative Policy Committee met on October 5, 2026. Legislative advocates briefed the committee on federal and California developments, including a continuing resolution funding the federal government through December 11, proposed rules for data-center electricity costs, negotiations over energy infrastructure and NEPA reforms, and extensions for transportation programs. California’s governor signed AB 2329 and SB 10004, and advocates anticipate further legislation on data centers and AI. The committee also discussed reports of allegedly misleading signature-gathering for a local ballot initiative; city staff explained complaint and petition-review processes. At the committee’s direction, staff will further research the potential phaseout of AT&T copper landlines and related state and federal oversight.

The committee approved, by a 3–0 vote, recommendations for City Council consideration to support Measure PFD, a local fire and paramedic emergency-response measure, and Pasadena City College’s bond extension without increasing the current tax rate; it recommended opposing Propositions 43 and 39. Members also discussed possible updates to council meeting procedures and vice-mayor succession, with further work to return to the committee. No city contracts, vendor selections, procurement approvals, or specific procurement spending were identified.
