The August 5, 2026 meeting of the Pasadena Housing, Homelessness and Planning Committee focused primarily on planning a year-round shelter and reviewing the 2026 point-in-time homeless count. Staff proposed a low-barrier, service-enriched temporary shelter for single adults, with non-congregate sleeping arrangements, on-site case management and housing navigation, and potentially other health services. The committee discussed shelter size, services and rules, operating timelines, interim motel vouchers, and the need to assess local shelter models and involve experienced service providers. Staff will continue the planning work and provide monthly updates; members also supported exploring satellite service locations and considering more frequent or rotating-location meetings. No shelter contract award or spending vote occurred. A council member noted that housing everyone outside would cost more than $10 million annually, and staff reported that the city partially funded Door of Hope’s David and Katherine Lee Home, expected to open in early 2027.

Staff reported 577 people experiencing homelessness on the count night: 322 unsheltered, down 6% from 2025, and 255 sheltered, a 10-year high. Members raised concerns about resource availability, motel-voucher tracking, service access, and timely data. Public comment also addressed proposed affordable housing along East Colorado Boulevard, particularly parking and neighborhood impacts; city staff explained that state law allows eligible affordable projects to seek waivers or concessions, including on parking requirements. The committee took no procurement-related vote, and no contract awards or vendor selections were identified.
