🏗️ Construction & Infrastructure 🚨 Public Safety Physical Infrastructure Grants & Funding

The City of Tucson Mayor and Council study session and regular meeting, held October 20, 2026, covered several infrastructure and funding matters. Council approved a motion directing the city manager to develop a work plan for a phased approach to pedestrian-focused street closures. Staff described the one-night Halloween Congress Street pilot, with about $5,000 in contracted barricade costs covered by the transportation department’s operating budget; staffing and city equipment make up other costs. Staff also reported that Pima County had approved a Safe Streets for All demonstration grant of more than $2.8 million, with Tucson as a subrecipient and funds potentially supporting future open-streets events beginning in August 2027. On the proposed 2027 county bond program, staff presented 17 city project recommendations spanning public safety facilities, housing, transportation, parks, and cultural facilities; council gave feedback for staff to incorporate into the city’s submission, but no bond projects or amounts were finally approved. The discussion cited approximately $213 million as the county’s current bond capacity without a tax increase, while noting that the overall program size and project costs remain unsettled.

Council gave direction to formalize an incentive development agreement with Benson Hospitality Manager LLC for renovation of the vacant former Minsk hotel, to be renamed the Clara, and return it for final consideration. The proposed incentive would reimburse eligible costs from city sales and hotel taxes, capped at $100,000 per year; the analysis projected $1.3 million in net city sales-tax revenue over five years. Council also approved Tucson’s continued participation in the Arizona Vehicle Theft Task Force IGA, with the city reimbursed about $440,800 annually for two assigned staff; the motion added six- and 12-month reporting to council. The consent agenda included approval of a Victims’ Rights Program grant award and telecommunications facility leases with PTI US Acquisitions LLC and New Singular Wireless PCS LLC (AT&T). Separately, council advanced the Code Tucson amendments to a public hearing and approved a work-plan request for further parking and residential-code reforms; those were policy and planning actions, not contract awards.
