At its August 10, 2026 meeting, the Darlington County Board of Education approved a resolution directing that a single-question referendum be placed before voters on November 3, 2026, seeking authorization for up to $250 million in general obligation bonds for school projects listed in the resolution’s Exhibit A. The motion carried with no opposition reported. The financial and bond advisers explained that voter approval would authorize—but would not require—the full amount to be borrowed; the district expects to borrow in stages as construction needs arise. They projected that existing revenue at 30.3 mills could service the debt without a tax increase, while noting that future interest rates and project costs may differ from assumptions. The advisers also discussed the district’s annual capital bond program, expected to continue for roughly two or three more years at about $15–16 million annually. No specific construction contracts, vendors, or awards were approved at this meeting.
The June budget report showed an estimated surplus of about $6 million, subject to year-end adjustments. Quarterly emergency, sole-source, and minority-vendor reports were noted as attached, without discussion of specific purchases. The board also approved second readings of policies JFAB and its accompanying rule, with no changes, and approved personnel actions. The superintendent reported on the start of the school year and district operations; the board recognized communications staff for national and state video-production awards.
