The October 20, 2026 regular meeting of the Costa Mesa City Council, Housing Authority, and Costa Mesa Financing Authority included two major fire-station actions. The Council approved the staff recommendations for the Fire Station No. 2 reconstruction project (City Project No. 26-05) by a 7–0 vote. The transcript describes replacement of the 1966 station and related upgrades, but does not clearly identify the construction contractor or contract award amount. The Council and Financing Authority also approved the financing documents and related agreements for lease-revenue bonds, by a 7–0 vote. The project is estimated to cost just over $19 million; the financing presentation targeted $14 million in net proceeds, with the remaining costs funded from city cash. Staff clarified that the authorization ceiling is $16 million, despite a slide showing $14 million. The proposed bonds have a 20-year term and estimated annual debt service of about $1.13 million; the underwriter described the estimated true interest cost as under 5%, subject to pricing. Public commenters questioned the financing’s cost, timing, and the lack of Financial Planning and Analysis Committee review, while council members supported the project and called for stronger capital-project prioritization and long-term facilities planning.
The Council also adopted the Climate Action Plan, Safety Element update, and environmental justice policy updates with amendments, by a 5–2 vote. The plan identifies 106 implementation actions, with 20 prioritized for the first two years, and anticipates pursuing grants and coordinating future capital and operational decisions. The Council continued the consolidated master fee schedule hearing to October 29. Public comments also raised concerns about a previously approved $300,000 drone-as-first-responder contract and requested greater public engagement and safeguards for law-enforcement technology; that contract was not up for action at this meeting.
