The City of Redmond Public Safety and Human Services Committee of the Whole met on October 20, 2026. Procurement and funding discussions included the annual SCORE jail contract renewal for 22 guaranteed beds. The projected cost is about $2.13 million, compared with $1.83 million in actual spending and a current biennium budget of $1.65 million. The committee agreed to bring the item to the November 2 consent agenda after staff resends the referenced Attachment D for council review; no contract approval occurred at this meeting. Council also gave direction to include a three-year phase-in of the fire impact fee schedule—50% in 2027, 75% in 2028, and 100% in 2029—in a future omnibus ordinance, expected November 17. The fees support growth-related fire projects, including station and apparatus needs.

Staff sought direction to place a fully managed public-meeting video production contract with Granicus on the November 2 consent agenda. The proposal covers 150 meetings annually, with a $71,000 one-time implementation charge and an approximately $99,000 annual subscription; the estimated net-new annual cost in the first year is about $82,000. The proposed two-year term has two optional years and would use the Omnia Partners cooperative purchasing agreement. Council requested a further briefing, including cost and service comparisons, contingency and transition plans, and information about the provider’s operations, so the item was not advanced to consent. The Housing and Human Services Action Plan was cleared to move to the November 2 consent agenda. A proposed drone coordination function was discussed, but no staffing or budget request was made; possible future radar hardware funding was described as pending a congressional allocation.
