The City of Murrieta Planning Commission’s regular meeting on October 14, 2026, considered the proposed designation of Murrieta Hot Springs Resort as a local cultural resource under Chapter 16.26 of the Murrieta Development Code. After a public hearing, commissioners voted 4–0 to recommend that the City Council approve the designation and find the project exempt from CEQA. Staff and the applicant described the resort’s historic buildings, landscape features, and hot springs, and the owner said the designation would support preservation of historic structures that might otherwise be economically difficult to retain. The commission’s action was a recommendation; the Mills Act contract is a separate matter for the City Council. If approved, it would involve a 10-year agreement with renewals and maintenance and preservation obligations. Any property-tax reduction would be determined by the Riverside County assessor and apply to the historic portion of the property; the consultant cited typical savings of 40–60% on the assessed portion. No procurement activity, contract award, or spending approval was identified.

Staff also noted that November commission meeting dates may be moved to November 4 and 18 because of holidays, and planned to brief commissioners in January on recently enacted state land-use laws. These were informational updates, not procurement decisions.
