The Charleston County Resilience and Sustainability Advisory Committee met on October 20, 2026, to review an updated greenhouse-gas inventory and sustainability-plan modeling presented by SSG. The inventory showed emissions were nearly unchanged from 2020 to 2025—about 6.34 million versus 6.33 million metric tons—despite sector-level changes, including lower transportation emissions and a major industrial decrease following the Rockwell paper mill’s 2023 closure. Committee members questioned increases reported in commercial and residential emissions and requested further analysis of utility data, electricity-generation emissions factors, sector classifications, population assumptions, and whether the airport was consistently included. The modeled energy-transition scenario projects a 40% emissions reduction by 2050; the plan’s targets are a 60% reduction by 2035 and net zero by 2050.

The presentation identified six potential county priority actions: improve the performance of county assets, review permitting processes, increase building-performance information, expand weatherization, support circular-economy programs, and advocate for measures such as PACE, cleaner electricity, and building-code improvements. The committee did not approve these actions or a plan resolution; members favored receiving the requested analysis and revisiting a possible recommendation at the December 8 meeting, with a potential later presentation to County Council. The only motion noted was approval of the September 1 meeting minutes. SSG presented its analysis, but no contract award, purchasing decision, spending amount, or other procurement action was identified.
