🚚 Transportation Grants & Funding

The City of Avondale City Council meeting on October 19, 2026 included a discussion of the future procurement and operating model for the We Ride on-demand transit service. The existing turnkey contract with Transdev expires in early September 2027, and federal requirements call for competitive re-procurement; no award or procurement vote was taken. Staff is exploring ways to continue the current service level at lower cost, including city management of some functions and replacement of the 19-vehicle fleet with federal funding. The city reported We Ride costs of $1.91 million in FY2024, $3.58 million in FY2026, and a budgeted $3.99 million for FY2027. Staff cited up to $2 million in grant support for vehicle replacement and approximately $200,000 in federal preventive-maintenance funds. Officials stated the service is not being considered for discontinuation, and that no expansion costs are currently planned; councilmembers offered feedback, including requests to consider Sunday service and keep riders informed.

Council also approved the Avondale Commons planned area development amendment, application PL 26-0210, by a 7–0 vote. The amendment removes a restriction that had limited occupancy of the development’s multifamily units while commercial construction proceeds; it does not change permitted land uses or other development standards. The consent agenda also passed 7–0. No contract award or other purchasing approval was identified.
