The City of Hagerstown Mayor and Council held a work session on October 20, 2026. Procurement-related discussion included a snow-removal contract resolution that was postponed until November. Staff said most snow operations are handled by city employees, that contractors have been difficult to secure at the city’s set rates, and that Heartland Earthworks had recommended a prospective contractor; no bid or contract award was presented. The council also reviewed a proposed two-year Fuse executive fellowship, planned for April 2027–April 2029, to support rehabilitation and reuse of vacant and blighted properties. Fuse would recruit and employ the fellow, while the city would direct the work and retain decision-making authority; the city was described as covering a small share of the cost, with most support coming through the Enough Act. Rehabilitation costs would be separate. No approval vote on the fellowship was recorded.

The council discussed a five-year opioid restitution-fund plan with the Washington County Health Department to expand its mobile recovery response team with an additional peer recovery specialist and a case manager. Council members requested quarterly progress and data updates, baseline measures, and earlier targeted outreach; no funding amount or approval vote was stated. A revised disposition of unexpended CDBG-CV funds was also discussed, including $3,990.59 that could not be used for its original purpose within the available timeframe and would require HUD-related closeout steps. These items, along with a salt-utilization agreement with SHA and other resolutions, were listed for a subsequent regular meeting. No procurement award or spending approval was recorded at this work session; the only recorded substantive motion appointed a temporary chair.
