Franklin County Board of Commissioners general session, October 20, 2026. Commissioners adopted Resolution 685-26 authorizing Choices for Victims of Domestic Violence to receive marriage, divorce, and annulment fees collected in 2027; a commissioner cited approximately $280,000 in collected fees. The board also approved Resolution 686-26, a $100,000, one-year contract with County Towing and Storage LLC for towing and impound services, with three optional one-year extensions; Resolution 691-26, a supplemental contract with Cardinal Bus Sales and Service for a replacement 22-passenger propane bus, stated in the transcript as $180,64; Resolution 692-26, a $20,000 agreement with Churchill Claims Services for automobile claims adjusting in 2027, including bodily injury claims; and Resolution 693-26 approving 62 purchase orders totaling $1,561,520.33. Fleet Management also received approval to dispose of 25 retired vehicles, including donations to interested public agencies where appropriate and salvage of vehicles unsuitable for donation or sale. Fleet said it would use the Churchill agreement to gather data before working with Purchasing on an RFP for claims-adjusting services.

Other adopted resolutions approved annexations, dissolved the New Albany Community Authority, authorized a phased increase in the prisoner housing per diem from $115 to $145 beginning January 1, 2027, and approved a multi-agency memorandum of understanding for the Franklin County Family and Children First Council. The board also recognized Choices’ domestic violence services; the organization reported serving more than 900 survivors and providing over 50,000 nights of shelter in the prior year. All resolutions described as adopted in the transcript passed by unanimous recorded votes. No competitive bid award was identified; the planned claims-services RFP is a future procurement action.
