The October 20, 2026, City of Little Rock Board of Directors meeting included numerous procurement and funding items. The consent agenda listed purchases of hot-mix asphalt from McGeorge Contracting/Cranford Construction (up to $400,000), five Chevrolet Silverado trucks from Superior Chevrolet GMC (up to $210,400 plus taxes and fees), and Southside Park improvements by Redstone Construction Group (up to $134,000 plus taxes and fees). It also included a $28,745,913 Cigna contract, an $80,000 Symetra leave-management contract, and one-year youth-services extensions of up to $100,000 each for several providers. Ordinances included extensions or agreements with City Year and the Central Arkansas Library System (up to $100,000 each), Samaritan Funds Program (up to $1.3 million plus a 10% contingency), and NEOGOV (up to $200,000 plus taxes and fees). The board also considered the 2027 property-tax rate and ordinances increasing eligible police and fire pension benefits by $400 per month.

The board approved an ordinance authorizing Water Reclamation System Revenue Bond Series 2026B financing. Water Reclamation Authority staff described a $4.1 million Clean Water Fund loan, at an estimated 4% interest, combined with a $10 million federal grant to fund three Port-area wastewater projects totaling $14.1 million: the Teague Road pump station and force main, improvements to the Little Rock Port pump station, and the Springer diversion structure. Separately, a proposed six-month moratorium on hyperscale data-center permitting, with required impact studies and disclosures, failed on a 4–4 vote with one director recused. No other spending action resulted from the data-center debate; the board later recessed for executive session and reported no action taken.
