The Eureka Springs Parks and Recreation Commission’s regular meeting on October 20, 2026, included a presentation on the Lake Leatherwood watershed study and options for follow-up work. The Watershed Conservation Resource Center described a potential Section 319 Clean Water Act grant for a lake management plan and pilot sediment/invasive-plant control work. A proposed local match was approximately $90,000 in cash, spread over three years beginning in FY2027, plus an estimated $140,000 in-kind contribution; the grant structure would provide 60% federal funding and require a 40% local match. The proposal had been submitted for consideration, but funding selection was pending, no contract had been signed, and the commission took no vote to commit funds. The presentation identified stream-bank erosion as the main sediment source and discussed possible pilot-scale drawdown and mechanical sediment removal; larger dredging projects could cost hundreds of thousands to millions of dollars. Commissioners considered the proposed match potentially manageable and asked questions about timing, recreation impacts, and sediment reuse.

The commission reviewed third-quarter finances, noting $15,500 received from the Preservation Society and $2,500 designated to rebuild a park pavilion/pergola; staff also reported purchasing design plans while exploring contractor bids and a possible grant for a soccer-field pavilion. No procurement award or new spending authorization was made. A proposed ordinance allowing the city to exclude people from parks for repeated disruptive conduct was tabled until the next meeting for commissioners to review. A resident also requested collaboration on invasive-plant removal and park signage at Black Bass Lake, but no approval or funding decision was made.
