At its October 15, 2026 meeting, the Worcester Redevelopment Authority reviewed a draft request for proposals to sell and redevelop the former Registry of Motor Vehicles property at 611 Main Street. The proposed RFP sets a $1.5 million minimum bid, reflecting MassDOT’s required minimum proceeds; amounts above $1.5 million would be shared 50/50 with MassDOT. The board discussed developer qualifications, project design and reuse, financial capacity, schedules, economic impact, and environmental due diligence. Comparative criteria would favor, among other things, proposals with at least 50 residential units, affordable and accessible housing, or substantial commercial space and job creation. The RFP also makes the WRA’s responsible-employer and inclusionary-participation policy a non-negotiable minimum requirement, including workforce participation goals. No vote was taken on the draft; staff plan to present a final version for board authorization in November, with proposals potentially due at the end of February.
The board approved the September 17 meeting minutes. In other business, staff reported approximately $260,000 in expenditures for September 15–October 13, primarily related to Union Station operating costs, and provided project and transportation working-group updates. No contract award or procurement approval was made at this meeting.
