At the October 19, 2026 regular meeting of the Dubuque City Council, members considered several capital and financing matters. The Council approved the Phase 2 private lead service line replacement financing: up to $2.071 million in taxable water revenue bonds through the State Revolving Loan Fund, with a 2.85% interest rate, 0.25% servicing fee, maturity in 2046, and 49% of construction costs forgivable. The 7–0 vote also authorized the related loan and disbursement agreement. Under the consent agenda, the Council initiated public bidding for the Ice Arena cooling tower replacement and set a November 2 public hearing; it also scheduled a November 2 hearing on issuing up to $22.25 million in 2026 general obligation bonds. Several urban renewal plan hearings were set or plans approved.

The Council also considered and advanced a proposal to purchase 1398 Central Avenue and associated parking lots for a consolidated municipal services campus. The staff plan estimates $3.4 million for acquisition and renovations, with funding intended from the sale of the Historic Federal Building and by avoiding about $6 million in planned HVAC replacement costs there; members cited operational efficiencies and estimated annual savings. The transcript does not preserve the roll-call result for this purchase action. Other discussion included a zoning amendment allowing receiving homes in designated districts and the city manager recruitment process; no additional procurement award was identified in those discussions.
