At its October 20, 2026 meeting, the Topeka Governing Body reviewed the city’s 2026 financial projections. Revenues were generally near budget, but sales-tax collections were projected to finish about $600,000–$700,000 below budget; expenses were projected to be about $2.5 million under budget. The city expects to use approximately $4 million in reserves rather than the $7.5 million budgeted, leaving a projected year-end fund balance just under $29 million (about 22.5%). Staff cited projected operating deficits of $13.3 million in FY2028 and $17.4 million in FY2029. No contract awards or vendor selections were identified.
The council discussed a proposed 0.1-percentage-point citywide sales tax, estimated to raise about $4 million annually for the Affordable Housing Trust Fund and evidence-based homelessness initiatives, and a March 2, 2027 special election estimated to cost $155,000. A motion was made and seconded to advance the measure, but the transcript does not capture its final vote. The council separately approved charter language for a city auditor and approved calling an election on that charter ordinance, with nine affirmative votes on each recorded vote. A proposed half-cent sales tax for city operations and potentially three fire stations, estimated at about $20 million annually, was discussed for possible consideration at an August 2027 election; no vote on that proposal was recorded.
