The City of Kerrville Economic Improvement Corporation meeting was held October 19, 2026. The board approved the September 21 meeting minutes and received EDC financial and project updates. For capital work, staff reported $548,000 in September payments for Olympic Pool improvements; fencing was added to the contractor’s scope within a stated $175,000 amount, with a substantial-completion walk planned for November 9. The Travis Street pump station is designed, with construction anticipated to finish in summer 2027, and engineering is underway for the Quinlan Creek sewer expansion. Staff also discussed a possible transfer of Granger MacDonald Park to the UGRC, which could preserve about $1.8 million in bond proceeds, and reported roughly $2.8 million in previously completed project funds returning to the bond pool. FEMA-related priorities include the Arcadia Loop Bridge, Town Creek Road sewer and water work, and a water transmission line near the water plant. Kerr EDC reported it serves as fiscal sponsor for Kerr Together flood-recovery grants, with about $2.7 million remaining at the time of the update.
The board discussed, but did not approve, a local-business rewards and promotion program using Blue Dot/Open Rewards, as well as a possible small-business advertising voucher component. Members requested better evidence of likely outcomes, information from local businesses and the Chamber, and a clearer implementation cost; staff was asked to return with details, including a cost estimate, for consideration in November, with a possible January 2027 launch. The estimated software/service cost mentioned was approximately $2,000–$5,000, depending on scope and duration. A public hearing on the EDC’s next-year budget funding was removed from the agenda because required notice had not been posted; it is expected to be rescheduled. No contract award or final spending authorization for the proposed program was made.
