The Pflugerville Tax Increment Reinvestment Zone No. 1 Board met on October 20, 2026. It approved the prior meeting minutes and received a quarterly development update covering projects at various stages, including construction of Downtown East infrastructure, City Hall, the Monarch Recreation Center and parking garage. No contract awards, bids, or vendor selections were considered. The board reviewed a preliminary FY2026 financial report and a conservative five-year revenue forecast; staff reported a starting fund balance of $7.5 million and total TIRZ debt of $87.5 million. A board member requested a breakdown of revenue attributable to property-value growth versus tax-rate changes, which finance staff said they would work to provide for a future meeting.

The main spending discussion concerned two proposed capital projects at the city-owned historic building at 101–105 East Pecan Street: rehabilitation of the building and improvements for public parking. Staff described potential repairs and design work, with significant uncertainty about the building’s structure and foundation; an estimated $100,000 acquisition cost was also discussed for an adjoining parcel the city does not own. The board approved moving the two CIP projects forward for budget allocation, subject to receiving the existing property condition report and an engineer’s assessment of the structure and foundation before proceeding. No construction contract or final project cost was approved.
