The City of Cheyenne Board of Adjustment met on October 15, 2026. It approved the August 20 minutes and considered two variance requests involving affordable housing projects by Habitat for Humanity of Laramie County. The board approved a variance for Pronghorn Crossing, allowing all lots in the cottage-lot development to face internal roads or parking areas rather than meeting the code’s 40% requirement. Habitat described a prior $1.8 million infrastructure grant awarded through a city application, supported by ARPA and state funds, and said the grant’s short timeline drove the original condominium-based design. The project’s infrastructure was estimated to cost slightly more than $1 million; Habitat said it is now pursuing fee-simple lots with deed restrictions to support long-term affordability. The grant and related subcontractor contracts were discussed as background; no new procurement award or spending authorization was made at this meeting.
The board also approved a front- and rear-setback variance for a proposed four-unit Habitat project at Lot 12, Block 11, Roberts Place, despite staff’s recommendation to deny it. Members discussed the project’s affordable-housing purpose, proposed density, setbacks, and reliance on on-street parking. In other business, staff announced the kickoff of a comprehensive plan update with consultant Houseal Levine and said community and stakeholder engagement would follow; no contract amount was given. The board also received information about upcoming member terms and scheduling.
