The City of Cheyenne Finance Committee met on October 20, 2026. It recommended adoption of the FY2027 carryover reappropriation, including approximately $17.9 million in purchase-order encumbrances and about $2 million in unspent general-fund project balances, largely for previously approved commitments. The committee also recommended an updated investment policy allowing up to 20% of eligible long-term funds to be invested in diversified equity funds; if approved by the governing body, the city plans to issue an RFP for qualified investment-management firms. A proposed general-fund balance policy directing certain excess reserves toward stormwater work received no committee recommendation. The committee recommended authorizing up to $18.1 million in interfund loans for nine voter-approved six-penny projects, to be repaid with interest from project revenues within four years.
The committee recommended approval of a revised Swan Ranch development agreement that updates infrastructure responsibilities and caps fee collections at $1,742,824; Councilman Moody voted no. It also unanimously recommended a $853,980 single-source purchase of two BearCat G3 armored vehicles from Lenco Industries for the Cheyenne Police Department, funded by federal forfeiture funds and general-fund reserves. The vehicles are intended to replace aging military-surplus vehicles and have an estimated delivery timeline of about 22 months.
