The Municipality of Anchorage Assembly’s regular meeting on October 20, 2026 included the first public hearings on the proposed FY2027 operating and capital budgets, six-year capital improvement program, and enterprise and utility budgets; no budget decisions were made at these hearings. Members discussed reliance on one-time funds to maintain services and upcoming budget-amendment work. The Assembly approved a contract award to HDR Engineering, Inc. for professional engineering services on the downtown transit center. A member disclosed a financial interest and recused from the related item. The Assembly also approved AM 694-2026 concerning the waste-to-energy project, with discussion of roughly $700,000 in additional project costs and a project financing plan expected in the spring. It approved change order No. 2 with Granite Construction Company for port storm-drain work; approximately $2.14 million will come from the port’s storm-drain capital fund after project conditions exceeded the federal grant’s covered scope. Two library donations were appropriated for downtown branch purchases: $150,000 from the Anchorage Library Foundation for furniture and equipment, and $100,000 from Friends of the Library for books and materials.

The Assembly approved a below-market ground-lease extension for vacant land next to the Chugiak-Eagle River Senior Center, with development milestones and a financing deadline of December 31, 2028. It also debated an ordinance on APD surveillance technology that would require Assembly approval of contracts expanding that technology, but the item was not resolved before adjournment. The discussion did not constitute a procurement award. Other procurement-relevant policy work included a report on third-party building plan reviews and a forthcoming ordinance action; the Assembly accepted the report but did not make the policy change at this meeting.
