The City of San Angelo City Council meeting on October 20, 2026, covered several procurement and infrastructure matters. Council approved a $142,530 change order to the Basic IDIQ contract for the Bill Aylor Memorial River Stage project, funded through the TUR fund, bringing the contract to approximately $1.6 million; the motion passed 4–1. It also approved purchasing 3.28 acres in Legacy Park for $275,000 to develop a stormwater detention pond, a 5% increase to municipal drainage fees, and up to $89,625 in reimbursable infill funding for a water-main extension at Shriner Point Section 3. Council authorized the city manager to negotiate and execute a settlement with Ford Motor Company for the original purchase price of defective vehicles. A TwoPro Management agreement was extended through September 30, 2028, under its existing terms.

Council also accepted a consultant’s civic venues feasibility study, awarded to CSL International through a competitive RFP process in December 2025, and directed staff to continue evaluating options; this action did not authorize a project or funding commitment. The study outlined a roughly $130 million riverfront hotel and conference-center concept and a larger alternative exceeding $200 million, with an estimated $40 million public incentive discussed for a hotel component. Potential next steps could include soliciting hotel-development interest, subject to further council consideration. Public commenters raised concerns about the potential $90 million wastewater-treatment loan, data-center development, and transparency, but no council action on that loan was recorded.
