🏗️ Construction & Infrastructure Physical Infrastructure Grants & Funding

The Sandy Springs City Council meeting on October 20, 2026, approved several infrastructure contracts and grant-related budget actions. Council awarded Kimley-Horn and Associates a design-services contract for the Johnson Ferry Road/Peachtree Dunwoody Road intersection project for approximately $882,900. It also approved AtkinsRéalis for construction engineering and inspection on Path 400 Segment 2, whose construction contract had previously been approved at $15,758,413, and United Consulting for materials testing; amounts for the latter two service contracts were not stated. Council rescinded the earlier Lake Forest Sidewalk Phase 2 award to JHC Corporation and approved an award to the apparent low bidder, identified inconsistently in the transcript as Amchev/Shift Construction. Staff said the change would reduce the project cost by $412,517.25. Public comment called for clearer, more consistent explanations of bid evaluations; staff said evaluation methods differ in part because of funding-source and GDOT procurement requirements.

Council accepted a $500,669 FY2026 Community Development Block Grant allocation, appropriated $179,636 in previously awarded state recycling-grant funds for a foam-densification project, and amended the FY2027 budget to include an additional $91,179.79 in federal World Cup overtime funding. A separate CDBG budget realignment allocated about $284,000 toward the Hope Road sidewalk project; its estimated construction cost is just over $1.2 million and was not yet funded. Council also unanimously authorized negotiations with Trammell Crow and Hedgewood Homes for purchase-and-sale agreements concerning roughly 5.5 acres for City Springs 2.0. That authorization is not a final development agreement; further negotiation, public review, and council action are expected. The city’s 4.731-mill property-tax rate was described as unchanged, though higher assessed values mean collections are expected to increase.
