The Lynn Water & Sewer Commission meeting on October 19, 2026, covered water and wastewater operations, infrastructure projects, and lead service line replacement. The Commission approved a motion authorizing applications for two Clean Water State Revolving Fund loans: $400,000 for planning and $12.67 million for construction of the lead service line replacement and test-pit program. The construction loan was described as eligible for 40% debt forgiveness. The planned work will identify and replace lead lines; the Commission noted about 224 known lead lines, 59 aging galvanized lines, and 7,765 lines of unknown material. The larger construction contract will come back to the board for approval.
Project updates included plans to bid the repainting of the Quinn Road water storage tank this winter, with work targeted for fall 2027, and coordination with the winning bidder on the Ipswich River dam removal project, including ordering a long-lead pump. Phase one of the CSO sewer separation project is in design with Stantec, and a potential sewer-lining pilot was discussed. At the wastewater plant, the incinerator had returned to service and repairs and upgrades were progressing; Veolia provided a written response to Commission concerns about performance and a schedule for returning to permit compliance. In a separate personnel matter, commissioners moved to grant middle-management employees the same percentage pay increase as union employees. No other specific contract award or procurement vote was identified.
