The Ventura County Board of Supervisors’ October 20, 2026 meeting included the annual TRUTH Act Forum on the Sheriff’s Office’s interactions with federal immigration authorities. Sheriff Jim Fryhoff described the department’s interpretation of SB 54, stating that it communicates with ICE in limited circumstances involving qualifying offenses or federal warrants, and presented information on detainers, notifications, and pickups. The Probation Agency reported that it shared no information with federal immigration officials and took part in no enforcement operations during the reporting period. Community members and advocacy groups urged the county to end voluntary cooperation and transfers, increase transparency about related costs, and consider independent sheriff oversight. Supervisors discussed the concerns, but no change to the Sheriff’s Office policy or related spending action was recorded.

Other presentations covered the United Way of Ventura County’s annual employee-giving campaign and countywide programs, and a six-month update on the Ventura County Homelessness Plan. United Way reported program results and said campaign proceeds remain in Ventura County. The homelessness update described cross-agency services, declining post-pandemic funding resources, and housing projects expected to open in 2027, including an 88-unit Home Plus project. No contract awards, RFPs, vendor selections, bid approvals, or other procurement activity were identified.
