🏗️ Construction & Infrastructure 🚨 Public Safety Physical Infrastructure Emergency Response

The Providence City Council Special Committee on Ways and Means met on October 20, 2026, to review preparations for winter weather. Providence Emergency Management Agency described coordination and response planning, including emergency operations center activation, mutual aid, shelter arrangements, and updates to public alerts and communications. The Department of Public Works (DPW) reviewed staffing, equipment, snow-plowing priorities, and planned operational improvements. No contract award or spending motion was approved during the meeting; the committee voted to enter Exhibit 1 into the record.

DPW reported 19 snow-removal vendors signed up with 31 pieces of equipment, with four additional vendors in the process of completing paperwork. Vendor participation is arranged through the Board of Contract and Supply rather than a bid process, and the city’s snow vendor rates were described as about 20% higher than the state’s. DPW also has approximately 1,800 tons of salt and 600 tons of salt mix on hand and plans to order 500 additional tons for a satellite stockpile. A proposed amendment to the city’s salt-storage lease with the property provider would expand the site and increase the lease cost; it was pending further committee review. New DPW trucks are also awaiting delivery. Members discussed potential future investments and improvements, including snow-response technology, sidewalk clearing, and better documentation of storm costs and lessons learned.
