The New Castle Environmental Review Board (NCCMC) discussion on October 19, 2026, did not have a quorum, so members made no formal decisions or approvals. The board heard discussion on two applications. For 25 Daily Cross, the applicant proposed replacing and expanding an existing deck by about 230 square feet and adding a hot tub within the wetlands buffer. Members requested more information before consideration, including a dye test to establish where a backyard drain/drywell discharges, a mitigation planting plan for a new area, and a clearer plan showing the septic system’s location.
For the tree-removal permit appeal at 56 Shinglehouse Road, the applicant presented a revised screening and replacement planting plan for 30 trees proposed for removal; the required replacement was calculated at 202 caliper inches, equivalent to 81 trees under the stated calculation. The neighboring property owner raised concerns about planting height, shade, and ongoing care. Members discussed applicable planting-diversity and canopy/understory requirements, possible replacement credit, and the town tree-bank contribution of $250 per replacement tree plus a 10% contingency. No determination was made on the plan or replacement credits because the board lacked a quorum. No procurement activity was identified.
