The City of Joliet City Council meeting was held October 20, 2026. The council approved a series of procurement and spending items, including DTS asset-management software support and hosting ($70,000), RTA fleet-management software renewal ($50,273.64), a Duralift truck for Public Works (about $167,000), traffic-signal materials ($77,900), a Well 24 rehabilitation change order ($36,224.24), a Southeast Joliet meter-replacement change order ($145,614.32), emergency Irving Street sewer improvements ($81,715), and an emergency garage-door replacement ($27,280). The council also approved professional-services agreements for a tourism study by Hunden Partners ($69,350) and a source-water protection plan update by Engineering Enterprises Inc. ($25,960), as well as a University of St. Francis lease for Fire Department training and office space at $7,041.66 per month. The contract and consent items passed; one council member abstained from the aggregate-materials item because their employer was a bidder. A $2,511.80 hazardous-materials equipment grant was accepted, and the council approved a $1 million federal community-project grant for the city’s no-cost mental-health program.

A public hearing was held on the proposed FY2027 budget, totaling $751 million. The presentation cited more than $200 million for sewer and water infrastructure, over $15 million in new road and sidewalk funding—including at least $5.1 million for residential streets and $2 million for sidewalks—and no planned increase in personnel or taxes; the hearing closed without a budget adoption vote. A roughly $29,000 Park Hill Special Service Area budget amendment was expected to advance to the November 2 meeting. The council also approved an annexation agreement and related industrial zoning and development measures for a proposed warehouse near CenterPoint, and advanced the City Center Special Service Area renewal process by setting a public hearing. The comprehensive plan update remains in public review, with adoption targeted for February 2027; no plan adoption or related procurement vote occurred at this meeting.
