The Saco Planning Board met on October 20, 2026. It approved the October 6 meeting minutes, 7–0, and approved the consent-calendar application-completeness item for 986 Portland Road, Phase 2 of the Cloverleaf development, 7–0. The proposal includes 126 dwelling units in eight buildings and a commercial outparcel with a one-megawatt solar array. The board discussed unresolved questions about the solar installation’s long-term maintenance and decommissioning, with further legal and staff review expected.

The board also received an Ecology School traffic-monitoring update and discussed upcoming public input on Saco’s open-space plan and future review procedures for housing development.
