The City of Carson City Council meeting was held October 20, 2026. The council approved a five-year contract with CloudWick Technologies, Inc. for the city’s document-management and search system, at $260,000 for the first year and a total not-to-exceed amount of $1.3 million. The purchase was approved using cooperative purchasing provisions and waiving the city’s bidding requirements. The council also awarded R.J. Noble Company a construction contract of approximately $4.5 million for rehabilitation of 1.78 miles of University Drive, funded through the Federal Surface Transportation Program, the city’s General Fund, and a community facilities district. Construction was expected to begin around December. Additionally, the council approved a $9.3 million contract with Earthscapes Landscapes, Inc. for median streetscape improvements along portions of Avalon Boulevard and Carson Street, with a 15% construction contingency and a total not-to-exceed amount of $10.6 million. A budget amendment appropriating an additional $3.995 million from the General Fund balance was approved to fully fund that project.

The council approved introduction and first reading of an ordinance updating the city’s purchasing and procurement procedures. The proposed changes raise the informal purchasing threshold for goods and materials from $75,000 to $125,000, increase the city manager’s approval authority to match that threshold, and set a $250,000 formal-bidding threshold for public projects and maintenance. The update also provides for pre-vetted on-call contractors for maintenance and emergency needs. Staff cited efficiency, cost control, transparency, and alignment with regional and federal thresholds as goals; monthly reporting to the council on purchases under the city manager’s authority will continue. The ordinance received first-reading approval and was not yet finally adopted.
