The Federal Way City Council’s regular meeting on October 20, 2026, included several procurement and capital-project matters. On the consent agenda, the council unanimously approved authorization to award the City Hall elevator modernization contract under RFB 26-010, a North Lot fence contract, an Ingersoll Rand maintenance agreement, and acceptance and budget allocation of a grant for Dumas Bay Center front-door replacement. The council also approved reserving up to $220,000 annually in CDBG funds for eligible city-led capital projects; projects would return to council for approval. The proposed 2027–28 budget was presented at a public hearing and is scheduled for later consideration; it includes $2.5 million annually in debt service for the operations and maintenance facility, while deferring some vehicle replacements and infrastructure projects. No budget adoption occurred at this meeting.

The council received an update on Town Center 3, where the city selected One Trent through a 2023 RFP process. The developer described market conditions delaying the proposed mixed-use project and indicated it would seek a two-year extension to the development agreement. Staff discussed adding approximately $300,000 per year to the $10 million purchase price during the extension and allowing one of four buildings to be pursued as affordable housing, potentially at 50–60% of area median income. No amendment was approved; staff plans to bring a draft to the Land Use and Transportation Committee, potentially in December or January. The council also approved, by consent, a historical cabins operations and maintenance agreement with the Federal Way Historical Society, with one member abstaining.
