🏗️ Construction & Infrastructure 🚨 Public Safety Physical Infrastructure Emergency Response

At its October 19, 2026 City Council meeting, the City of Denison unanimously ratified FY2026 emergency water, wastewater, and structural repairs for an amount not to exceed $1,170,989.99. Work included water-valve replacements near the North Texas Regional Airport, sewer-line and manhole repairs, and repairs to the historic Heritage Park wall. The wall work was performed by Southwest Construction Services; other utility repairs used the city’s on-call utility contractor. Council also unanimously approved issuance of $20 million in combination tax and limited surplus revenue certificates of obligation to fund the annual water and sewer capital-improvement program. The competitive sale drew 10 bids, with PNC Capital Markets offering the lowest true interest cost at 4.659%.

The council approved the consent agenda with item J deferred, and unanimously approved two residential rezonings, including one supporting a Habitat for Humanity home; these were land-use decisions rather than purchasing actions. Staff presented a proposed emergency-notification and siren fee of $29.70 per acre for qualifying new development, with collection planned to begin January 1, 2027; no council action on the fee was recorded. Discover Denison also reported on its use of hotel-occupancy-tax revenue, including a $135,000 budget, with 14% of city HOT revenue allocated to the Denison Arts Council. The meeting additionally included recognition of the retiring fire chief and a first responders proclamation.
