The City of Newberg Planning Commission met on October 8, 2026, for a code-maintenance public hearing. The Commission unanimously recommended that City Council adopt amendments to Newberg Municipal Code Titles 15 (Development Code) and 13 (Utilities), with findings and exhibits under Planning Commission Resolution 2026-402. Among the changes discussed were infrastructure standards for middle housing land divisions and a requirement that applicants send the City a copy of mailed land-use notices. Staff said the package was expected to go to a Council work session on November 2, followed by a hearing later in November. No public testimony was given, and no contract awards, purchasing decisions, or spending amounts were identified.

Staff also reported that the housing capacity analysis update had begun, with Cascadia Partners serving as the consulting firm; the study will include demographic and buildable-land analysis as well as interviews and focus groups. No contract value or procurement process was discussed. Commissioners raised the possibility of future code provisions for data centers, but staff said no proposed site was known; a motion to review staff’s long-term planning documents at a future meeting passed. An earlier motion seeking a data-center-focused code effort received no second.
