The Bulloch County Planning & Zoning Commission meeting was held October 20, 2026. The commission approved a sketch plan for Blue Water Bulloch LLC to divide 89.61 acres into 63 residential lots; the plan includes a left-turn lane and dedication of 15 feet along Burkhalter Road to the county. It also approved a medical-hardship variance for a temporary residence. The commission recommended approval to the Board of Commissioners of two Truck and Industrial Inc. rezonings to light industrial, with conditions 4–6 limited to future construction, expansion, or change of use, and a Chest Holdings LLC rezoning of about 30.769 acres to highway commercial with 22 conditions. These recommendations are scheduled for the Board of Commissioners’ November 3 meeting.

The commission denied a variance for an accessory building’s five-foot separation from a home. For an ampm convenience store on US Highway 80 East, it denied a request to exceed the monument-sign size limit, approved a variance allowing three wall signs rather than four, and recommended approval of a liquor-store conditional use with conditions. It also recommended approval, with conditions, of two related natural-resource-development applications for a proposed sand pit on Decal Road; the first recommendation was recorded as four in favor and one opposed, and the second had one opposing vote. Public comments raised concerns about truck traffic, road and water-line impacts, wells, and environmental effects; the applicant said state EPD permitting and reclamation requirements would also apply. No procurement activity was identified.
