At the October 20, 2026 Roosevelt County Commission meeting, commissioners approved the contract award for RFP 2026-01 to JP Stone Community Bank, whose response was found responsive and most advantageous to the county. The commission also discussed a draft major energy infrastructure and data-center ordinance covering projects such as solar, wind, battery storage, transmission lines, pipelines, and data centers. Public officials, utilities, landowners, and residents raised concerns about permitting thresholds, property rights, impacts on agriculture and roads, and decommissioning safeguards. No action was taken on the draft ordinance; participants called for broader community and stakeholder input before it returns.

The commission received updates on two energy projects. Gallatin Power described the proposed Dora Solar project—up to 2,500 MW of solar and 2,500 MW of battery storage across an identified 21,661-acre footprint—and said it was discussing the start of an industrial revenue bond (IRB) application; no approval was recorded. The commission also heard the public hearing presentation on Ordinance 2026-09 for the San Juan Mesa wind-farm repower IRB, with an estimated $220 million in project investment and discussion of tax abatements, payments in lieu of taxes, and decommissioning commitments; the transcript does not record a vote on adoption. Separately, officials discussed a $150,000 capital-outlay allocation for a tractor and other equipment, including uncertainty about DFA approval and reimbursement rules. A special meeting was planned for Monday at 3 p.m. to determine equipment purchases and advance the application; staff also discussed advertising for a contractor unless a suitable statewide price-agreement vendor is available.
