The St. Martin Parish Council Joint Committee meeting was held October 20, 2026. Procurement and capital-project discussions included the Catahoula Coulee Culvert Replacement Project, for which officials presented two scope options with preliminary totals of about $1.541 million and $2.173 million. Council members questioned inconsistencies in the estimated quantities and borrow-material costs; parish staff said they would review the figures with the engineer and distribute updated estimates. No option was selected or contract awarded. For the Seabird Road Improvement Project, participants agreed to a 50/50 city-parish split of any change orders. The project is awaiting the intergovernmental agreement and remaining funding before it can be advertised for bids. The 2026 sales-tax road projects were being advertised, with bids expected December 2 and award and contract execution to follow. The Clerk of Court building was nearing final design, with bidding planned for November, award in December, and construction targeted for January 2027.

The parish president also reported on ongoing work, including Petroleum Parkway (construction completion tentatively expected in mid-December, with the contractor estimating January 18), the parish annex, water wells, the jail roof, and other facility projects. The FY2025 audit presentation reported a $3.5 million General Fund surplus and approximately $85 million in cumulative special-revenue-fund surpluses; it also identified a library-related finding involving about $700,000 in unsecured public funds at year-end, which was subsequently addressed with a letter of credit. Acadiana Workforce Solutions described employer services and wage-support programs, but no parish procurement or spending action was proposed. No contract award or capital-project bid approval was recorded in the transcript.
