🏗️ Construction & Infrastructure ⚡ Energy & Utilities Physical Infrastructure Grants & Funding

At its October 20, 2026 meeting, the Coos County Board of Commissioners approved several health funding agreements, including a rural health transformation agreement with the Oregon Health Authority and Amendment 11 to IGA 185806, which adds $57,000 to an agreement described as totaling about $3.6 million. The Board approved a $14,700 amendment for PBS Engineering & Environmental to update the Solid Waste Department’s environmental monitoring plan, with potential savings of roughly $30,000 per year if DEQ allows less frequent monitoring. It also approved the Parks Fire Department’s purchase of a used 2024 Ram 3500 to replace an aging truck; the transcript gives the price unclearly, as approximately $52,076. A proposed 5% bilingual-pay differential was deferred for staff to refine, including its fiscal limits. The proposed $73,910 AKS engineering task order for Beach Loop Road alternatives was also held over pending discussions with state agencies and a regional solutions meeting.

The Board approved conveying Coos County’s gas pipeline property interests to Northwest Natural, which would assume ownership, operation, maintenance, and safety responsibilities; officials cited more than $12 million in estimated capital improvements the County could not fund. The Board also approved a $12,000 invoice for 48 tax-foreclosure lien searches and considered or approved orders to sell tax-foreclosed properties based on offers of $57,500, $67,000, and $79,000. A $15,000 elections-related grant and a renewed memorandum of agreement supporting park improvements were presented. The meeting included an extended discussion of a possible property-tax levy to address projected County budget shortfalls and public-safety needs; no levy decision was made. A potential 50-cent-per-$1,000 levy was discussed as generating about $3.2 million, with further public input and consideration expected.
