The October 20, 2026 Amherst County Board of Supervisors meeting included several procurement- and expenditure-related actions. The board approved staff’s plan to establish a pay-to trust for landfill financial assurance and directed the county clerk to sign a guarantee letter for DEQ. The assurance amount is approximately $871,972 across three permits; the trust has a $2,500 annual fee and earns 2% interest. This replaced an earlier option estimated to cost $60,000 for a bank letter of credit. Staff said the funds are available without disrupting operations, and the guarantee requires an alternate assurance mechanism within 60 days and maintenance through December 2027. The board also received a presentation on the new county website, developed with CivicPlus after the prior host announced it was sunsetting; no contract amount was stated. The site and county email transition to a .gov domain are part of the county’s strategic plan.

The board unanimously approved an amendment to the 2018 Winton property agreement. The amendment ends county fairground-use rights and county responsibility for the dam, removes the contractual conservation-easement requirement, and assigns dam upkeep to the property owner. It adds manor-house maintenance and inspection provisions, including twice-yearly county access and exterior work consistent with Secretary of the Interior standards. County counsel estimated approximately $15,000 in fees incurred to date; no new contract award or dollar amount for the amendment was identified. The board also adopted a zoning ordinance and approved a manufactured-home special exception, while directing staff to return with information on rental inspections and property maintenance; no related spending was approved.
