The Wahiawā-Whitmore Village Neighborhood Board regular meeting was held October 20, 2026. The main procurement- and infrastructure-related discussion was an update from the City Department of Environmental Services on septage receiving facilities. Kahuku reopened September 28, 2026, and is receiving about six loads and 10,500 gallons per day; since its reopening, Whitmore’s daily volume has fallen from about 31,300 to 17,800 gallons. The department expects Kahuku use to increase and said Sand Island may reopen in 2027. Board members and haulers discussed site security, monitoring and capacity, the closure of the Pro City site, and difficulties for smaller trucks accessing facilities. The department described longer-term plans for automated monitoring but made no procurement or contract decisions, and no specific project costs were reported.

The board also discussed community concerns about the proposed pedestrian bridge, including safety, lighting, environmental impacts, project funding restrictions and the need for further public engagement; an informational meeting was announced. The Governor’s office reported delays to the Waimālū viaduct improvements, with remaining work expected to finish by March 2027, weather permitting. A state grant of $600,000 in FY2025 for acquisition of the 123 Mango Street property was reported, with the purchase still in due diligence; no new allocation or action was taken. The board approved the September 21 meeting minutes, but no spending-related motions, contract awards or bid approvals were identified.
