The Pickens County Board of Commissioners’ October 19, 2026 meeting included two construction-manager-at-risk selections. The board approved Carol Daniel to serve for the Roper Park project and the Tax Commissioner’s Office project; the approved preconstruction fee was $0, with a stated 2.2% construction-management fee for each project. Staff will continue design and cost work and return with estimated total project costs for board consideration. The board also approved the airport’s required 2028–2032 capital improvement plan for submission to the state and FAA. It lists terminal-building reimbursements of $150,000 annually, a $10,000 local cost for a DBE plan update, and future airport layout and taxiway/runway overlay work with federal funding and local matches. The plan establishes project eligibility and planning placeholders; individual projects and funding allocations will require later board approval.
Staff reported that the FY2027 budget draft is being finalized, with public hearings planned beginning November 16 and adoption expected in December. A roughly 20% medical-insurance cost increase is being incorporated into budget planning. Other updates included the near completion of Fire Station 7 and the FBO terminal, hurricane debris cleanup, and a public hearing and approval of a downzoning request for a single-family home. No other contract awards or purchasing approvals were identified.
