Erie County Council regular meeting — October 20, 2026. Council unanimously approved second-reading supplemental appropriations of $81,150 for Clerk of Courts restricted automation fees, $113,294 for Prothonotary automation fees, $165,102 for Register of Wills automation fees, and $159,509 from Recorder of Deeds restricted record-improvement funds. It also approved a revised Children and Youth Services budget expenditure of $73,616 and a waiver of the starting-rate provision for an administrator-of-intake position. Council approved a resolution authorizing an application for Pennsylvania Community Development Block Grant funding; the transcript gives no requested amount. A separate resolution supporting Operation Green Light also appears to have passed. The County Executive noted that $200,000 previously approved for projects in six municipalities through the Greenways program would be presented the following day; that funding was not a new vote at this meeting.

Public comment raised concerns about Erie County Prison conditions, medical and behavioral-health treatment, staff misconduct investigations, and high corrections overtime. The County Executive said staffing and mandatory overtime remain challenges and described an addendum to the Armor Health contract—originally signed by the prior administration in 2023—to add a full-time targeted case manager for medical-assistance enrollment, medication access, and reentry handoffs; no contract amount was stated. She also said the county had submitted a letter of interest for a state Medicaid reentry demonstration opportunity. Speakers additionally criticized the Gun Working Group grant and called for an audit, but Council took no related action in this meeting. No new vendor award or solicitation was identified.
