The Lawrence City Council’s regular meeting on October 20, 2026, approved a 90-day, no-cost pilot of SoundThinking’s PlateRanger automated license-plate recognition system, covering 10 cameras. The Police Department said the pilot would provide a locally limited alternative to its Flock system; the city’s existing Flock arrangement costs about $127,000 annually and would remain in place during the trial. The Council also discussed city surveillance-camera governance: police reported approximately 415 city cameras, with about $50,000 per year in maintenance and related costs, while the IT director estimated roughly $150,000 to replace outdated municipal cameras. The Council tabled the broader surveillance-technology hearing for further consideration and deferred the separate Flock-camera item to the Public Safety and Emergency Management Committee. A 20-year net-metering electricity credit agreement with 978 Solar Development LLC/New Leaf Energy was approved; the arrangement covers about 16 million kWh in annual credits and is projected to save the city approximately $11 million, or 10%, over the term.

The Council also authorized expenditure of $4,043,500 from the FY2025 Edward Byrne Memorial Justice Assistance Grant, approved a $300 estate gift, and approved a $22,000 transfer from legal services to the claims account. It approved the appointment of the Office of Planning and Development director, with a proposed three-year contract starting at $138,000 and 3% annual increases; the vote was 7–2. A $30,316.80 prior-year invoice and a $280 grant-related authorization were referred to Budget and Finance. The Council passed a revised noise ordinance establishing enforcement provisions and a $200 fine, and approved multiple resident-parking, accessible-parking, and traffic-sign measures. No purchase or contract award was approved for the proposed municipal-camera replacements.
